CSC "State" Dropdown Not Rendering Any Data (Doc ID 2555097.1)

Symptoms

While editing/adding new shipping or billing addresses in CSC, the "State" dropdown contained no values. As a result the address form could not be submitted.

This only occurred when "US" was selected for "Country", and the same behavior occured in all browsers (Chrome, Firefox, Safari, Edge, IE).



Steps to Recreate:
-----------------------

  1. Begin in CSC. 
  2. Edit or add new shipping or billing address.
  3. Select "US" from "Country" Dropdown.
  4. Attempt to select a value for "State" Dropdown.
