RUN_POST_INSTALL.sql Is Hanging While Installing 12.2.8 Demantra (Doc ID 2555507.1)

 On :  12.2.8 version, SOP-Gen

RUN_POST_INSTALL.sql is hanging while installing 12.2.8 Demantra  

Customer is upgrading to 12.2.8 Demantra on AWS windows box , it is hanging while running RUN_POST_INSTALL.sql

It ran for 18 hours after which the customer killed the session
They tried to execute it manually too but it hangs
Customer did  some preliminary reviews and debugging of this issue, here is what has been identified:

1) RUN_POST_INSTALL.sql is calling the POST_INSTALL procedure present in the xxdem schema

2) POST_INSTALL procedure starts executing and appears to get stuck in the section commented as: " Bug 16708139  - xxx: INDEX TO IMPROVE ENGINE RUNS"

3) further analysis shows that this section attempts to insert additional INDEX into SALES_DATA table given the presence of the FCS Engine Profile ID = 225

4) as step #3 above happens, in our Demantra install the values which come back are NULLs (ITEM & LOC level columns), subsequently when the final string is passed to the ADD_INDEX & ADD_INDEX2 procedures it causes a recursive loop to occur in ADD_INDEX2 in the section flagged as

/* Check all the columns exists in the table

...where the parsestringbydelimiter procedure is called.

This is caused by our FCST Engine Profile ID=225 missing values for ITEM & LOC column levels, this creates a column listing string which looks as follows " NULL , NULL" and a NULL is a problem here.

The issue can be reproduced at will with the following steps:
1. Run the installer

2. Hangs and does not proceed further
