Full CMT Is Not Creating All Entities

Symptoms
On : 3.19.1.0.2 version, Processing
There is a CMT which contains all the config from the MASTER environment, and it should be imported into another (empty) environment. But not all the config is being imported.
For instance:
Line of Business and Flex Code Systems are not being migrated in the full CMT.
The issue can be reproduced at will with the following steps:
1) Go to a master environment and go to the CMT creation screen.
2) Press the button Select All and save it.
3) Go to the outbound set screen and click on build, and download (when the build is completed).
4) Download the file.
5) Go to an empty environment.
6) Go to inbound set screen.
7) Import the file created from the master environment.
The customer is facing big problems with new environments, which do not have the latest configuration from the master environment.
