Allocation Stuck in Approved in Process Status Due to Maximum Open Cursor Limit Being Exceeded (Doc ID 2556269.1)

Symptoms

When attempting to approve allocation, the allocation gets stuck in Approval In Process status.

The following error is seen in the logs : 

Steps To Reproduce:

  1. Create an Allocation with over 4000 item location records.
  2. Try approving it.
