XML Import Error 'Database is locked'

Information in this document applies to any platform.
An error occurred when importing the XML file exported from P6.
After checking the error log, it appears that import has been successfully performed halfway.
The message "Database is locked" appears in the log and the database appears to be locked.
Database is locked
The issue can be reproduced at will with the following steps:
- Open P6
- Import a xml file
- See error
The issue has the following business impact:
Due to this issue, users cannot import the XML
