User Unable to View Receipt Adjustment Link in RMS Application With Privileges (Doc ID 2556597.1)

Symptoms

Users are unable to view Receipt Adjustment Link in RMS with just RMS_RECEIPT_ADJUSTMENTS_BY_COST_MGMT_DUTY assigned to it.

Steps to Recreate:
1. Create a new user with only "RMS_RECEIPT_ADJUSTMENTS_BY_COST_MGMT_DUTY ".
2. Login into RMS with the new user.
3. User unable to view Receipt Adjustment link in RMS Application with Privileges in Finance Tab.
