RPAS: Utility loadmeasure Is Stuck and the Log Does Not Include Any Information (Doc ID 2557003.1)

Symptoms

After applying a configuration patch, the loadmeasure utility in the weekly batch appears to be stuck as it has been running for 16+ hours.  The loadmeasure log provides no meaningful information on the issue.
