Customer is getting error while upgrading domain from 12.2.1.2 to 12.2.1.3 using upgrade assistant.

  Error :
  ConnectionHelper: CIE config framework not located/initialized.

  Steps to Reproduce :

  1. Go to $MIDDLEWARE_HOME/oracle_common/upgrade/bin
  2. . /UA
  3. Select a multi data source Environment for upgrade.
