ACTUAL BEHAVIOR
---------------
Asterisk for Mandatory Categories are not displayed on forms when label is blank.
Required (mandatory) fields that do not have labels entered on form tabs are not flagged with a red asterisk and, for value list categories, are not underlined when attempting to save a new item entry. It DOES work ONLY when a Label is specified.
In previous versions of OPPM (e.g. v15.1.1.1), if a label was not present, it still displayed an underlined red asterisk in front of the data entry box. In many cases "prompts" are used instead of labels on forms. This issue makes it difficult to identify which mandatory fields are missing.
EXPECTED BEHAVIOR

Required Categories would have red squiggly lines when not completed when an item is saved.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Navigate to Form Tab that contains a required category.
- Enter data and save.
- Expected error occurs but red squiggly line does not underscore the required category.
