OC Reports End Up With RS_FAILURE (Doc ID 2559005.1)

Symptoms

When running a Reports Server job (like Admin Reports/Reference Codelist), the job ends up with RS_FAILURE status.
The corresponding log file is generated under the Report Server Directory (c:\ocreps) but no PDF file is created.

Checking the report status in Report Queue Manager, it shows below error

MSG-00010: 328900: SRW.RUN_REPORT failed.
Updating faiulre text.
REP-1825: The Before Report trigger returned FALSE.

 Below error appears in the <ORACLE_HOME>\user_projects\domains\FRDomain\servers\<REPORT SERVER NAME>\logs\rwserver_diagnostic.log file:
