ASCP Planner Workbench - Planned Order Has Action - None, Expect Action - Release (Doc ID 2559112.1)

Any release

PROBLEM
-------------
Many items have Planned orders have action - None - - expected to be Release
Item is not showing Pink in workbench -- i.e. not released by a user
Item has work order demand and creates the planned order

The items are not setup for auto-release
It is not a phantom (preferences has release phantoms - unchecked -- we checked it and tested any way - no change to Action)
It is not a configurations (msc_system_items.replenish_to_order - N)

Check msc_supplies - Releaseable flag - NULL / Batch ID - NULL


STEPS
--------
Review plan in workbench - find Action None
 - expect action - Release and user to manually release these planned orders

EXPECTED BEHAVIOR

These items are not auto-released - they should have action - Release
