On : 2.3.0.1.0 version, Switching Management
When events move from planned to unplanned, stormman info should be updated on the event also
When a user moves steps from a planned switch plan to an emergency switch plan, if there is an outage associated with the steps it will change from a PLN event to a RDO event. This is correct,
Currently, the stormman_outage_type is set to -2 for the PLN outage. The problem is that it remains -2 when steps are moved to an emergency plan, and the event changes to RDO.
Expected
The stormman information should also be updated on the event so that it has the correct stormman_outage_type, and correct ERT.
