SERVICE_T.NEXT_ITEM_POID_LIST Value Is Getting Corrupted During Billing (Doc ID 2560388.1)

Symptoms

After BRM upgrade to 12.0.0.1.0 version, it was observed that some values for next_item_poid_list from SERVICE_T table are getting corrupted after billing is run.

This issue cannot be reproduced at will, but was observed mostly for bulk creation and usage of accounts.
