Modify Price Assignment Additional Tier creation

 1. Price assignment is in Pending status
 2. User goes in to modify the price assignment before Manager's approval
 3. User can modify pricing on whatever tiers are available; however, User cannot add additional tiers if needed

Expected Result: User should be able to add additional tiers within the Modify Price Assignment screen without having the Manager go into and Rejecting the price assignment.
