flisr_action tags are occasionally not removable by user
FLISR operations generate tags on operated devices that prevents FLISR from re-executing in that area until a user has reviewed the network state and managed the fault.
Users typically delete the flisr_action conditions using the Condition Summary. Occasionally, a flisr_action tag is deleted but the deletion is not correctly reflected in the user session. Subsequent attempts by the user to delete the condition fail because DDService is no longer aware of the condition. An Action any.publisher ejb resync corrects the situation but is disruptive to run in production. Additionally apparently performing a model edit on the map where the tag is forces a refresh on the map.
