Symptoms
An user has built a new Billing and Revenue Management Environment (BRM) by running an upgrade from PatchSet 14 to PatchSet 22.
The BRM upgrade to PS22 has been done successful.
Oracle Business Intelligence Publisher (BI Publisher) has also been updated on the new environment from 11.1.1.7.160119 to 11.1.1.7.181016 (note that the major version is the same - 11.1.1.7).
During the integration tests, it was observed that pin_inv_doc_gen utility has crashed with the following error message:

pin_inv_doc_gen is used to create, deliver, and store invoice documents in the BI Publisher Scheduler database.
