The Balance Reservation Is Not Happening When Nonlinear Rating Is Enabled (Doc ID 2561832.1)

Symptoms

When nonlinear rating is enabled, the balance reservation is not happening. The consumed reservation is getting updated but active reservation is always zero.

Steps to replicate:

Enabled nonLinear rating at reservationconfig and config.charging.server through MBeans:

1. <productConfiguration config-class="oracle.communication.brm.charging.appconfiguration.beans.reservation.ProductConfiguration"
                         connectionTimeEnabled="false"
                         nonLinearEnabled="true" type="TelcoGsm">

2. Set nonLinearRatingEnabled="true" at config.charging.server

3. Perform rating, balance impacts not generated.
