Price Item Param Group ID Generating Unique Group Id For Every Null Value (Doc ID 2562288.1)

Goal

On : 2.5.0.4.0 version, OTH - Other Bugs

Price item Param group ID is generating a unique group Id for every Null value.

From a custom component calling Business Service "C1_PriceItemParmGroupService" to generate Price item param group ID every time, it is generating a different key for Null parameter string. For example, an empty parameter String and empty parameter value string, which caused huge volume of data in CI_PRICEITEM_PARM_GRP_K.
Package pkg_rmb_multi_parm_price_agg.fn_get_group_id_wrapper not reusing the same key for Null value param string.

At present we have 3,615,348 different unique values for NULL param String. Is it safe to delete the existing records? If we need to fix custom code, not to call the business service if no parameters in the pricing request what is the default value (Is it 1?) we can use for no parameters list?
