Reports with 'Submission is Not Required' Remains in PDP Queue (Doc ID 2562458.1)

The reports which are flagged as 'submission is not required' (cmn_reg_reports.submit_required <> 1) remains in PDP queue.

As the result, Batch Report Generation process of AG-service keeps picking up the same reports every time when it runs after interval.
