Duplicate EPS IDs After Copy / Paste (Doc ID 2562613.1)

ACTUAL BEHAVIOR
---------------
In the EPS Structure, copy EPS level, after paste, all the EPS nodes are created with the same EPS ID.
Perform the same copy-paste operation in the Projects page and the EPS IDs are not duplicated but the numbering is not correct.

EXPECTED BEHAVIOR

For the copy/paste to append the EPS IDs correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Enterprise Project Structure, create 1 parent EPS node and 3 child EPS nodes.
2. Copy Parent, paste within same EPS, 'Do you want to copy the projects as well?'- select NO; IDs are duplicated.
3. Delete.
4. Projects view, repeat above and the pasted IDs are out of order.
