Goal

PS – work order operations are scheduled after planning horizon

There is a problem with firmed work order. This work order is firmed on 07.2019, but PS schedules this work order after planning horizon – on 11.2019.
We do not understand, why can't this work order be scheduled on July in planning horizon. Both main conditions are achieved – all materials consumed for this Work Order are available and resources for work orders are available.
