"locationList: may not be null" Error Received When Approving Promotion

Symptoms
In RPM 16.0.1, Promotions are not getting approved when the item is not ranged to all the stores in a zone. The following error is seen in the log file:
Steps to reproduce:
1. Create a simple promotion.
2. Add 2 zones to the promo (Zone 1, Zone 2).
3. Add an item that is not ranged to all the stores in the zone2.
4. Approve the promotion.
Note the promotion does not get approved and remains in "Conflict Checking" state.
And the above error can be noted in the log file.
