Frequent "Connection To App Server Was Reset" in NMS Client Logs

Symptoms
NMS Client Frequent "Connection to app server was reset" and slowness
Operators have noticed that the NMS clients frequently (several times per session) show "Connection to app server was reset" and "resetting jms queue" messages in the Java Console Log.
The operators experiencing the disconnects were subscribed to the top-level control zone.
And as a result of the disconnect, their client would need to reload all viewer data, which would result in a 30-40 second lockup.
