Break Identification Process Successful but FSI_D_BREAK_FUNDING_CHARGES Empty Due to Open Account Flag Status (Doc ID 2564726.1)

On 8.0.7 version, while running Break Identification Process the status shows successful but FSI_D_BREAK_FUNDING_CHARGES remains empty.

Steps to Replicate:
1. Ran break identification process on Term Deposits
2. Check FSI_D_BREAK_FUNDING_CHARGES and it is empty
3. Check FSI_MESSAGE_LOG and found below messages showing zero inserted.

Detecting Full-Break for FSI_D_TERM_DEPOSITS where instrument exists for 24-MAR-19 and not exists in 24-APR-19
Inserted #0 Full-Break Type-I records into:FSI_D_BREAK_FUNDING_CHARGES

Detecting Partial-Break for FSI_D_TERM_DEPOSITS for Next Payment Date between Prior Date: 24-MAR-19  and as AS_OF_DATE: 24-APR-19
Inserted #0 Partial-Break records into:FSI_D_BREAK_FUNDING_CHARGES
