ACSCLI_ADD Command Fails With Error Code 110

Symptoms
The Provisioning Interface (PI) provides a mechanism for manipulating data in the database using an API. It enables bulk or scripted operations on the data to be completed, where a human operator using the Java Administration screens would be inefficient or error-prone.
In the current scenario, customer is using an external provisioning system to send commands to PI.
During the tests it was discovered that ACSCLI_ADD command is failing when trying to add a new CLI. Scenario looks like below:
1. Send ACSCLI_ADD command to add a new CLI;
2. Use ACSPFL_CHG command to update the profile of this CLI;
3. Use ACSCLI_ADD again to add a new CLI --> Result: operation fails with error code value 110 like below:
