While migrating the combination adjustment rules getting the below failure message

ERROR
-----------------------
GEN-RULE-033: The dynamic logic for "Primary Formula" must be of type "Function" and signature "Adjustment Rule"

The issue can be reproduced at will with the following steps:

When migrating(via CMT) the existing combination adjustment rule, from one OHI env to another OHI env. the following error is received.

GEN-RULE-033: The dynamic logic for "Primary Formula" must be of type "Function" and signature "Adjustment Rule"

Two approaches were tried to elaborate the error:
1)Change the signature of "Primary Formula" to "Adjustment Rule". This did not work.
2)Create a new Combination adjustment rule with the primary formula(which is already used in other combination check).  This gives the same signature error.
