ASO - Bill Level Exact Match Logic is Failing if a Bill with Bill Level One Only Exists (Doc ID 2566193.1)

Symptoms

On RMB v2.7.0.1.0, A transaction with two billing groups is not derived correctly to the correct account.

ASO - Bill level exact match logic is failing if a bill level with bill level one only exists.

Exact match logic is not deriving the correct account in ORMB.

Bill level setup:
BLVL1 : BL1 ,  BL2
BLVL2: BL1

Transaction:
TXN1 : BL1 , BL2
TXN2 : BL1

We are expecting TXN1 to derive BLVL1 and TXN2 to derive BLVL2. Instead both transactions are deriving BLVL1.

This is observed in both ORMB 2.7.0.0 and 2.7.0.1 versions.
