ECE High Availability Single Ton Process (CustomerUpdater) Not Working During Start-up (Doc ID 2566772.1)

Customer Updater (CU) is not working during start-up in Elastic Charging Engine (ECE) Patch Set 9 Interim Patch 2.
CU2 was unable to start loading because of the lock created by the CU1.

If one of the Single Ton Processes is down, the other should take over from that point where the other has stopped.

Unable to acquire locking.

The issue can be reproduced at will with the following steps:
1. Started ecs processes and also started configLoader.
2. Started 3 instances of pricingUpdater (PU1, PU2, and PU3) in 3 different VMs.
    PU1 is the active one
3. Ran the ImportExport pricing through publish option.
    PU1 successfully processed all the request and the state change is done to “PricingDataLoaded”.
5. Started 3 instances of customerUpdater (CU1, CU2 & CU3) in 3 different VMs.
    CU1 is the active one.
6. Killed CU1
    CU2 become active, but CU2 failed to load any request with the below messages in the log:
       Unable to acquire locking
