Placement of the "defaults" channel in Unified Configuration (Doc ID 2567517.1)

Goal

Defaults and nodefaults pseudo-channels mentions :
" ... the "positional" (relative to other channel definitions) aspect of defaults ..."

In a traditional legacy config, "defaults" was always the first thing in the channel blocks section of the imta.cnf file.

But using Unified Configuration -- with the intention that we always just run the whole recipe again -- we don't have control over where "defaults" occurs in relation to other channels.

`msconfig show channel:*` on one type of system shows "defaults" as the first channel.
On another type, it is preceded by l (el), pipe, process, defragment, conversion, and bitbucket.

1. Is it really still true that defaults needs to be first (or precede any channel I want it to apply to)?
2. If so, how do I accomplish that with recipes?
3. What if I want to do is add "dkimpreseve" to the "defaults" channel, rather than having to add it to all the channels. Is there any reason not to do that?
