"&" In the Status of Workflow Shows as "&Amp" In the Web Client (Doc ID 2568368.1)

Symptoms

Actual Behavior

& in the status of workflow is showing as &amp in the Web Client

Expected Behavior

& in the status of workflow to show correctly in the Web Client

Steps

The issue can be reproduced at will with the following steps:
1. Login to Java Client as admin user, and create a new Workflow
2. Select CCB status, and change name to "Test & Test"
3. Login to Web Client, and create a change
4. Set workflow created in step 1
5. Goto Workflow tab. See the "&" in the status displays as "&amp"
