Symptoms
Bulk Report Transmit Email AG service was not transmitting records.
Every time when Bulk Report Transmit Email AG service runs, the AG logs shows corresponding STARTED but there is NO corresponding STOPPED message.

This was impacting report transmission to Agency and there were significant backlogs (~1402 records in RPT_Transmit_LOG table where transmit_status=0).
