Viewer Does Not Declutter Conditions When Parent Object Has Rank Based De-cluttering Defined (Doc ID 2568695.1)

Symptoms

On : 2.3.0.2.0 version, Web Workspace

Condition are not getting de-cluttered when parent class has rank based de-cluttering defined.

We have few conductor class that are de-cluttered based on the rank of the class, if any condition is placed on that conductor i.e. a note on a conductor the note is not getting de-cluttered when conductor get hidden at high zoom level.

Conditions should always get decluttered with their parent object

The issue can be reproduced at will with the following steps:
1. Add a rank to an existing electrical class in declutter_levels
i.e. 2p_conductor_oh / laterals
2. restart ODService.
3. Action any.pub* ejb refresh
4. Put a note on a device of that class / rank (i.e. 2p_conductor_oh )
5. zoom out until that device is decluttered.
6. the condition will be floating in space.
