In the Oracle® Argus Safety Database Administrator's Guide Version 8.1.2 (E86550-01, Feb 2018), the text describing the column LM_REGULATORY_CONTACT.CONTACT_TYPE indicates the following:

Contact type of regulatory agency 1: manufacturer (default) 2: importer 4: distributor

This implies that the value '1' is default i.e. by default all entries will have the value '1' unless other radio buttons (Importer, Distributor, etc.) are checked.

In reality, the value '0' is the default if no radio buttons are checked. Additionally, multiple radio buttons may be checked for each row and the resulting values of LM_REGULATORY_CONTACT.CONTACT_TYPE are not documented.
