"oracle/apps/fnd/i18n/common/util/Calendar" Error When Running BI Publsher Report and Exporting Standard Report to Excel/PDF Format

Symptoms
When attempting to run a custom BI Publisher Report, Excel file is not generated successfully.
Upon accessing the files from server directly (under %Agile_Home%/integration/sdk/extensions/Reports/TEMP), both Excel formats (.xls and .xlsx) files are found to be corrupt and unable to open.
Saving generated Standard Report to Excel/pdf format also displays error.
Errors
Below errors can be seen in the stack trace of Agile Application Server log:
oracle.xdo.XDOException: oracle.xml.xpath.XPathException: Extension function error: Error invoking 'set_xslt_locale':'java.lang.NoClassDefFoundError: oracle/apps/fnd/i18n/common/text/DateFormatter'
java.rmi.RemoteException: EJB Exception: ; nested exception is:
java.lang.NoClassDefFoundError: oracle/apps/fnd/i18n/common/util/Calendar
java.lang.NoSuchMethodError: org.apache.poi.hssf.usermodel.HSSFWorkbook.close()V
java.lang.NoClassDefFoundError: org/openxmlformats/schemas/spreadsheetml/x2006/main/CTSheet
Steps
The issue can be reproduced at will with the following steps:
- Login to Web Client
- Run BI Publisher Report. Gets error
- Run Standard Report, and Export to Excel/pdf. Gets error
