Symptoms
When sending an Outbound Message from Oracle Utilities Customer To Meter with a SOAPSender Message Sender, the result is an error stating:
Invalid byte 2 of 2 byte UTF-8 Sequence
For example, given a Person Sync Request where Person name contains "xxxÃxxx", when it is dispatched by the SOAPSender Message Sender, the following error is logged:
