ACTUAL BEHAVIOR
---------------
PreBuild solver strategy does not work correctly after Patch : 20026048:R12.MSC.C (PS version C654). It works like JIT solver strategy
EXPECTED BEHAVIOR
-----------------------
To have PreBuild strategy work as before (PS 12.2.6 C644) where work orders are scheduled on the short term
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
PS 12.2.6 C644 - Both Pre-Build and JIT solver strategy work correctly
-----------------------------------------------------------------------------------------------------
1) Open PS Model
2) Select PreBuild solver strategy and solve model
3) Verify the work orders are scheduled on the short term, what is correct according the PreBuild solver strategy
4) Select JIT solver strategy and solve model.
5) Verify the work orders are scheduled just before the request date (6/20/19). This is correct according the JIT solver strategy.
PS 12.2.6 C654 - PreBuild solver strategy does not work (works like JIT solver strategy)

1) Open PS Model
2) Select JIT solver strategy and solve model.
3) Verify the work orders are scheduled just before the request date (6/20/19). This is correct according the JIT solver strategy.
4) Now select PreBuild solver strategy and solve model
5) Verify the work orders are NOT scheduled on the short term, but they still are scheduled before the request date, like if we applied a JIT solving strategy
