Need Clarification On 'Sent To Mobile' Column In The Work Agenda.

Question on the value for the WorkAgenda column "Sent To Mobile"
We observed that for all the events except NFY, FAULT Sent to Mobile is populated with "Yes".
Specifically for CMP and CNL status events also, sent to Mobile is Yes.
Why does this always seem to be a "Yes" for any event that is logged?
The following is the description from the NMS Users Guide:
"The Sent to Mobile column indicates whether or not the event is in a state that makes it eligible to be sent to the mobile system."
