DRG-10701: Preference SYS.{Name} Already Exists When Running SQL to Build FTS Indexes (Doc ID 2571175.1)

Symptoms

Unable to build Full Text Search index with error.
When attempting to run agile9_fts_prefs.sql the following error occurs and preference are not regenerated

When attempting to run agile9_fts_prefs_lexer_basic.sql the following error occurs and preference are not regenerated

STEPS
The issue can be reproduced at will with the following steps:

  1. Connect to sqlplus sys/{password}@{sid} as sysdba
  2. ALTER SESSION SET CURRENT_SCHEMA = CTXSYS
  3. Run agile9_fts_prefs.sql
  4. Run agile9_fts_prefs_lexer_basic.sql
  5. This was attempted multiple times
