SNR Not Getting Generated For First Usage Plan Case (Doc ID 2571290.1)

Customer has purchase a first usage plan. So the balance will be effective after customer initiated its first usage. When customer tries to do its first usage, Spending-Limit-Request(SLR) request comes to Online Charging System (OCS) for which in SLA throttled policy counter("Throttled Usage") is going. After that Credit Control Request(CCR-I) is passed to ECE, so that balance will become active.

Now as balance becomes active, Subscribe Notification Request(SNR) should get trigger from ECE with high QoS (In this case it is "Unthrottled Usage"), but no SNR is getting triggered even after balances become effective. Hence customer will be throttled even after that.

SNR should be triggered after balance become effective

The issue can be reproduced at will with the following steps:
1. Create a customer with first usage plan.
2. Pass a SLR and check the counter in SLA.
3. Pass CCR-I , balance should become effective.
4. Verify if SNR is getting generated in this case.
