Unable To Open Java Client When Multiple Java Is Installed In Client PC

After installing multiple versions of Java (Java 8 update 2XX) and (JDK 11.X.X)
unable to open the Agile Java Client. pcclient.jnlp file is being downloaded when
pressing the start button on Java Client URL but nothing happens.
The issue can be reproduced at will with the following steps:
1. Access Java Client URL from IE11
2. Click Start button
3. pcclient.jnlp file is being downloaded
