SLC is Granting 0 Units when Funds Are Available (Doc ID 2573540.1)

On Oracle Communications Network Charging and Control (NCC) and Oracle Communications Convergent Charging Controller(OC3C) version 5.0.3 Service Logic Controller (SLC) is granting 0 units when funds are available

In case of a data usage, SLC seems to be granting less quota per Credit Control Request Update (CCR-U) until it reaches 0 - whilst at the same time there is sufficient balance. The subsequent quota assigned is the full quota configured in reservation config (or the remaining available units in the wallet).

This scenario is encountered when the diameter session ends up idle for a very long time and at times that are most likely to have very little usage.
This scenario seems to be the same as the one from Doc ID 2221746.1 so Patch 24006707 was applied on the VWS which supposedly was meant to resolve this but it doesn't seem to be the case.

Expected Behaviour
It is expected that the CCR-U should provide the same quota as the one configured in the reservation config when funds are available or the remaining available units in the wallet.

Business impact:
SLC is not granting full quota even when available funds, due to this customers are having disruptions in their services.
