When Damage Assessment's With URL Attachments Are Created via Web Service NMS Cannot Display the URL

On : 22.214.171.124.0 version, Web Workspace
When using a 3rd party application to submit Damage Reports to NMS via the Damage Assessment Web Service call SaveDamageReport, the URL's that are attached to the Damage Reports are not viewable.
This error appears in the NMS client log when an operator attempts to view one of the URLs:

java.io.IOException: Failed to open https://www.oracle.com%2Fwebfolder%2Fs%2Fbrand%2Fassets%2Fi%2Fspecimens%2Fidentity%2Flogo%2Fprimary-badge.gif. Error message: The system cannot find the file specified.
at sun.awt.windows.WDesktopPeer.ShellExecute(Unknown Source) ~[?:1.8.0_221]
And the image does not get displayed in a web browser.
