Oracle WebLogic NodeManager Windows Service Fails to Start (Doc ID 2575163.1)

Symptoms

When attempting to start the Oracle WebLogic Node Manager service,
the following error occurs.

ERROR
-----------------------
The OracleWebLogicNodeManger service on the local computer started and then stopped. Some services stop automatically if they are not in use by other services or programs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the 'Services' window.
2. Attempt to start the 'OracleWebLogicNodeManger' service.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot start the 'OracleWebLogicNodeManger' service.
