I Could Not Create Custom Variables For Argus Dossier (Doc ID 2575547.1)

As per Oracle® Argus Dossier User's Guide, Release 8.2 - Page No 54 :

Custom variables can be defined in CFG_PSUR_TEMPLATE_VARIABLES.

But above table is not available in Argus Dossier Database.

How to define custom variables? Please clarify
