Issue while accessing Reports > Compliance > Submitted Screen when Case Id Is Not Entered

Symptoms
The system does not show "Processing" icon immediately after clicking on the Search button in "Reports > Compliance > Submitted" screen. Once the result set is retrieved from database, the processing icon flashes and goes away as the records are dispalyed on the UI.
If user did not provide case number in search criteria, then the system may take few minutes to fetch the result from database. During this time the UI was responsive as there was no "Processing" icon, however, clicking on a menu item which requires data to be fetched from database, does not work and the UI hung.
If user provide case number in search criteria, then the records showed up on the UI fairly quickly.
