Charging Cycle Fee Based On A Non Currency Counter (Doc ID 2576275.1)

Goal

Business use case:

Business want to charge a cycle fee base on the non currency counter whose value is maintained in the balance group (with Tier support).

e.g. if the counter value is 0-5, cycle fee = 40 + (4*$counter) i.e. for counter=2, the cycle fee becomes 20+ (4*2) = 28.
e.g. if the counter value is 5-10, cycle fee = 40 + (3*$counter) i.e. for counter=8, the cycle fee becomes 20+ (3*8) = 44.

We could get the tiers working through the PDC pricing, but we see that $4 and $3 are being charged as fixed amounts and not multiplying with the counter value. The RUM we are using is the OOB RUM Occurrence.

Is there a OOB configuration in BRM to get the dynamic cycle fee based on the counter?
