OfferProfile Used In SLR/SLA For Sy PCRF Does Not Categorize Tiers Correctly With Negative Balances (Doc ID 2578423.1)

1) Looks like there is a problem with offer profiles used by PDC(Pricing Design Center) in an AlterationOffer because when one uses the Spending-Limit-Request (SLR) command with the ECE SDK(Elastic Charging Engine Software Development Kit) utility to get the tier-label user does not receive the correct tier-label, instead another value is received.

2) It is important to mention that the balance used has negative values.

ACTUAL SLR response value received is :- 'Medium Positive Qos TEST'
EXPECTED is :- 'Negative Qos TEST'

How to address this discrepancy?

SLR = Spending-Limit-Request
SLA = Spending-Limit-Answer
Sy = Diameter Sy protocol
PCRF = Policy Charging and Rules Function
