Issue With BrmGateway To Cm Connection And Processing Of Queued Messages (Doc ID 2578513.1)

Symptoms

On : 11.3.0.8.0 version, Diameter Gateway in production

ACTUAL BEHAVIOR
---------------
After restart of brmGateway process its not processing the pile up messages from JMS queue.

EXPECTED BEHAVIOR
-----------------------
brmGateway should process all the pending message in JMS queue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) cm got restarted around 9 AM
2) After cm restart brmgateway loses connection with cm and messages pile up in JMS queue like life cycle status changes and etc.
3) Restart brmgateway to re-establish the connection on 13.25
4) After restart old queued messages does not get processed.
