PAS, Platform Services, Doesn't Start After Applying Patch 26447956 Through Silent Install (Windows) (Doc ID 2579413.1)

After installing the latest Platform Services patch 26447956 on Windows following the silent installation route the Platform Services component will no longer start up and throws the following error in tomcat_stderr.log:

Lastly, navigating to the actual /workspace/conf directory of Platform Services after the patch is applied shows that there is no file present, as well as other files missing like server.xml, web.xml, and others.
