Notifications Having Multiple PublicUserIdentity Entries with Same MSISDN (Doc ID 2580329.1)

Symptoms

Test case:
=======
Notifications have been configured as part of the business requirement; however, in a few notification messages, PublicUserIdentity entries coming more than once with the same MSISDN.

Steps performed:
===========
1) Created account with price plan and required discounts
2) Added credit profile as below: 

   creditProfile=CreditProfile{creditFloor=-9223372036854775808, creditCeiling=0, id='188', percentageCreditThresholds=[], fixedCreditThresholds=[-1310720.0, -204800.0]},

3) Performed usage or post consumption purchase TOPUP.

Expected Result:
===========
MSISDN entry(46736266978) should come once in Notification.

Actual Result:
=========
MSISDN entry(46736266978) coming multiple times in Notification.
